If the bureaucracy's that well developed and doesn't devolve. But I'll take Velgarth's lack of constancy over immortal rulers. Those never seem to end well for us.

The opposite. Even someone who starts out meaning well devolves given enough time. It's too easy for the very long lived to fail to remember to regard normal people as important and with meaningful lives, and having institutional power makes it worse.

Maybe he was lucky but rulers normally have to make decisions that benefit some of the ruled over others, or harm someone. The hope is that they take the long view of things in a way the subjects can't, but the problem with looking to the long view is, again, it's easy to forget the importance of people who come and go.
